Bill develops and implements high-impact government relations, policy and business strategies for clients in the health and life sciences sector. For more than twenty years, Bill has drawn on deep business, legal and government experience to help clients find mutually beneficial solutions to complex regulatory, reimbursement and policy problems. Bill has previously worked for Pfizer Canada, a Member of Parliament, the United Nations and major Canadian law firms. He is fluently bilingual and has degrees in history (King’s College, University of Western Ontario), law (Queen’s University), and a Masters of Arts in international affairs (Norman Paterson School of International Affairs, Carleton University). Bill was called to the Bar of Ontario in 2002.

As an accomplished lawyer, negotiator and government policy expert, Johanne provides strategic advice to clients in the health and life sciences sectors. She is also a strong writer and researcher, and has authored a number of publications on market access and reimbursement issues, including articles in the Provincial Reimbursement Advisor. Before joining 3Sixty, Johanne worked for 10 years for the federal government, including Justice Canada, as well as for a national law firm. Originally from Montreal but now based in Ottawa, Johanne is fluently bilingual and has law degrees (B.C.L. and LL.B.) from McGill University. She was called to the Bar of Québec in 2003.

Gerry is a Senior Associate with more than 30 years of experience addressing a broad range of health and pharmaceutical policy issues at the national, federal and provincial levels. He is a recognized expert and commentator on market access and reimbursement issues, having been a mentor, trainer and reporter at different points in his career. Gerry is also a facilitator and coalition-builder, playing key roles in helping groups of pharmaceutical companies address specific policy issues in the oncology and rare disease environments. He is the co-author of two Council for Continuing Pharmaceutical Education courses — Pharmaceutical Market Access in Canada and Health Care in Canada – and he contributes regularly to IQVIA’s strategic information publications, including the Provincial Reimbursement Advisor and PharmaFocus.

Fred Horne acts as a Senior Advisor for 3Sixty, in addition to his work as a Senior Fellow with the C.D. Howe Institute, and an Adjunct Professor with the University of Alberta’s School of Public Health. From 2011 to 2014, Fred served as Alberta’s Minister of Health, where he was responsible for the province’s $18 billion health budget, the ministry of health and Alberta Health Services, the province’s health delivery organization and the fifth largest employer in Canada. Fred began his career as a community health planner and offers over thirty years’ experience in health policy development, health system design and transformation, and stakeholder engagement. He has worked extensively with provincial governments, as well as national and international research and stakeholder organizations across Canada and abroad. Organizations with which he has been associated include the Ontario Ministry of Health (District Health Council Program), Alberta Health (Director of Sustainability), the Conference Board of Canada, Mayo Clinic, and many others. Fred holds an MBA from Royal Roads University and the Certificate in Dispute Resolution from York University.

With a background in epidemiology and health science, Kerry has over 15 years of policy and stakeholder relations experience in the health space. Most recently, Kerry led the healthcare and life sciences team at the Danish Consulate in Toronto as Deputy Head of Trade, where she helped promote diplomatic and trade relations between Canada and Denmark. Kerry has also held various policy and research roles at Cancer Care Ontario, where she eventually went on to co-lead aspects of the provincial dementia strategy with the Ontario Government. She holds a Bachelor of Health Sciences (Honours) with the University of Ottawa, a Graduate Certificate in Population Health Risk Assessment and Management with the University of Ottawa, and an MSc in Epidemiology from the London School of Hygiene and Tropical Medicine in the UK.

Phil joined 3Sixty Public Affairs as a Senior Associate in 2017, after nearly a decade in Europe, where he gained invaluable political, government relations and communications experience as a parliamentary assistant and consultant. A digital-savvy communicator with excellent writing skills, Phil helps 3Sixty’s clients navigate an increasingly complex policy and media environment. He holds a Bachelor of Arts (Honours) in Political Science from the University of Guelph, and graduate degrees in International Relations and Law from the University of Groningen (the Netherlands) and the University of Gent (Belgium), respectively.

Don is an award-winning writer and communications strategist with long experience in the Canadian pharmaceutical industry. After starting his career as a newspaper journalist and editor, he spent 10 years heading communications and corporate affairs for Pfizer Canada as it grew to leadership in the industry. He has been a consultant specializing in health and pharmaceutical communications since 2005. A lifelong resident of Montreal, Don has served in a number of volunteer capacities with West Island Community Shares and the West Island Palliative Care Residence and on the Board of the Lakeshore General Hospital Foundation. He is also a long-serving member of the Board of Let’s Talk Science, promoting STEM education throughout Canada. He holds a Bachelor of Arts degree in economics from McMaster University.

Doug brings more than 20 years experience in the Canadian pharmaceutical reimbursement and health policy sector in Western Canada and Ottawa. With innovative pharma companies, Doug led efforts to manage public and private payer relationships, shaped the reimbursement and policy environment, conducted pCPA negotiations, was a key member of the CADTH interface team, and served as the primary liaison with the PMPRB. Doug previously served as Executive Director of the Manitoba Society of Pharmacists and as senior staff with the Canadian Medical Association (Manitoba Division). More recently, Doug joined the team at the University of Manitoba’ Centre for Healthcare Innovation as Director of Business Development. He also held senior political staff positions in the Manitoba government.

As a Senior Policy Analyst, Stephanie uses her knowledge and experience obtained while working at Novartis Pharmaceuticals and the Government of Canada to further clients’ understanding of key health and life sciences policy issues and initiatives. Due to her excellent research and writing skills, she is also a regular contributor to IQVIA’s strategic information publication, PharmaFocus. A Montreal native who now lives in Ottawa, Stephanie is fluently bilingual. She has a Bachelor of Arts degree with a major in Political Science and a minor in Law and Society (Honours) from Concordia University in Montreal and is currently pursuing a master’s degree in Political Management at Carleton University.

Robin previously worked at Ovarian Cancer Canada advancing both federal and provincial research advocacy initiatives. Her work included working directly with patients, stakeholders, and governments to address health systems issues on a national scale. Robin’s expertise is further strengthened by her experience in policy and political science research with the Government of Canada and a leading Central European think tank. She holds a Bachelor of Arts (Honours) in International Relations and Gender Studies from the University of Toronto and a Master of Arts in European & Russian Affairs from the Munk School of Global Affairs & Public Policy, University of Toronto.

Michel supports the team with political, policy and regulatory research and analysis. He also applies his significant IT and creative skills to develop highly engaging visual documents, including company presentation decks and infographics. Michel’s previous experience includes clinical research and public payer reimbursement. As a Research Associate with the Bruyère Research Institute (EBRI), he focused on improving long-term care services in Canada. He also worked at the Department of National Defense on the department’s health and drug coverage plans. He is fluently bilingual and has a Bachelor of Health Sciences from the University of Ottawa.

Jodie previously worked for six years at the University of Ottawa Heart Institute, where she oversaw the entire operations of a cardiac surgeon’s office. She also coordinated Grand Rounds, a medical educational event, booking exceptionally talented speakers. While working at the Heart Institute, Jodie collaborated with many health care professionals, including cardiac surgeons, cardiologists and nurses. Jodie has a certificate in medical terminology and a diploma in community and justice services.
